  1.1                          A bill for an act 
  1.2             relating to transportation; imposing fair use standard 
  1.3             for use of freeway ramp meters; amending Minnesota 
  1.4             Statutes 1998, section 174.03, by adding a subdivision.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 174.03, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 6b.  [RAMP METER USE.] The commissioner of 
  1.9   transportation shall not allow ramp meters on freeways or 
  1.10  expressways, as defined in section 160.02, subdivision 16, to be 
  1.11  used to artificially increase waiting periods on ramps or to 
  1.12  encourage, influence, or force the traveling public to use 
  1.13  alternative routes or alternative modes of transportation.
