A bill for an act
 relating to environment; prohibiting siting of land disposal facilities in certain
areas; proposing coding for new law in Minnesota Statutes, chapter 115A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The agency may not issue a solid waste disposal facility permit to an owner or
operator of a land disposal facility that was not in operation prior to March 1, 2008, if
the facility is to be located on land, the sensitivity of which to water table groundwater
contamination is assessed as "high" or to bedrock groundwater contamination is assessed
as "high-moderate" or "high" by the Minnesota Geological Survey or the Department of
Natural Resources.
