  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature with 
  1.5             certain conditions; authorizing state bonds; 
  1.6             appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8   Section 1.  [CAPITAL IMPROVEMENT APPROPRIATIONS.] 
  1.9      The sums in the column under "APPROPRIATIONS" are 
  1.10  appropriated from the bond proceeds fund, or another named fund, 
  1.11  to the state agencies or officials indicated, to be spent for 
  1.12  public purposes, including to acquire and to better public land 
  1.13  and buildings and other public improvements of a capital nature, 
  1.14  as specified in this act.  Unless otherwise specified, the 
  1.15  appropriations in this act are available until the project is 
  1.16  completed or abandoned.

  2.1   To be spent in accordance with 
  2.2   Minnesota Statutes, section 135A.046.  
  2.3   Subd. 3.  Twin Cities - Minneapolis                           
  2.4   (a) Molecular and Cellular
  2.5   Biology Building                                     35,000,000
  2.6   To complete construction, furnish, and 
  2.7   equip a new molecular and cellular 
  2.8   biology building on the east bank of 
  2.9   the Minneapolis campus.  This 
  2.10  appropriation is in addition to project 
  2.11  funding of $35,000,000 in Laws 1998, 
  2.12  chapter 404, section 2, subdivision 11. 
  2.13  (b) Art Building and  
  2.14  Infrastructure                                       21,000,000
  2.15  To design, construct, furnish, and 
  2.16  equip a new art building on the west 
  2.17  bank campus and to extend utility 
  2.18  infrastructure to serve the new 
  2.19  building.  This appropriation is not 
  2.20  available until the commissioner of 
  2.21  finance has determined that at least 
  2.22  $23,000,000 has been committed by other 
  2.23  sources. 
  2.24  Subd. 4.  Twin Cities - St. Paul                              
  2.25  (a) Microbial and Plant
  2.26  Genomics Building                                    10,000,000
  2.27  To design, construct, furnish, and 
  2.28  equip a new microbial and plant 
  2.29  genomics center on the St. Paul campus. 
  2.30  This appropriation is not available 
  2.31  until the commissioner of finance has 
  2.32  determined that at least $10,000,000 
  2.33  has been committed by other sources.  
  2.34  (b) Renovate and Replace 
  2.35  Plant Growth Facilities                              17,100,000
  2.36  To replace obsolete greenhouses with 
  2.37  plant growth facilities that will 
  2.38  provide the environmental controls 
  2.39  necessary to support contemporary 
  2.40  research and instruction; to renovate 
  2.41  existing greenhouses to bring them into 
  2.42  compliance with current state law 
  2.43  regulating pesticide and fertilizer 
  2.44  use; and to construct a quarantine and 
  2.45  biocontainment facility in partnership 
  2.46  with the Minnesota department of 
  2.47  agriculture. 
  2.48  Subd. 5.  Duluth       
  2.49  (a) Music Performance
  2.50  Laboratory                                            6,100,000
  2.51  To design, construct, furnish, and 
  2.52  equip a music performance laboratory, 
  2.53  including lobby, auditorium, stage, 
  2.54  green room, rehearsal space, media 
  2.55  space, and related facilities. 
  2.56  (b) Bulldog Sports Center                            10,400,000
  3.1   To design, construct, furnish, and 
  3.2   equip a sports center that includes an 
  3.3   arena for ice hockey, training and 
  3.4   conditioning facilities for all sports, 
  3.5   and office space for coaches.  This 
  3.6   appropriation is not available until 
  3.7   the commissioner of finance has 
  3.8   determined that at least $2,100,000 has 
  3.9   been committed from other sources. 
  3.10  Subd. 6.  Crookston    
  3.11  Kiehle Building                                       6,500,000
  3.12  To design, construct, furnish, and 
  3.13  equip renovation of and additions to 
  3.14  the Kiehle building.  The renovations 
  3.15  will include correction of code 
  3.16  deficiencies, reconstruction of the 
  3.17  entrance to provide disability access 
  3.18  to all levels, replacement of obsolete 
  3.19  building systems, repair of 
  3.20  deteriorated building components, and 
  3.21  improvement of the Kiehle auditorium 
  3.22  and stage.  The additions will provide 
  3.23  space for a centralized technology 
  3.24  center, provide additional study space 
  3.25  for the learning resource center, and 
  3.26  expand support spaces for the art, 
  3.27  music, and theater programs. 
  3.28  Subd. 7.  Morris       
  3.29  Renovate Science and Math Building - Phase 2          8,200,000
  3.30  To convert wet labs and classrooms into 
  3.31  instructional and research space for 
  3.32  geology, physics, and computer science 
  3.33  and to upgrade or replace building 
  3.34  systems and correct code deficiencies. 
  3.35  Subd. 8. Research and 
  3.36  Outreach Center Improvements                          4,000,000
  3.37  To design, construct, furnish, and 
  3.38  equip capital improvements at the 
  3.39  Southern Research and Outreach Center, 
  3.40  Waseca; the Cloquet Forestry Center; 
  3.41  the Northwest Research and Outreach 
  3.42  Center, Crookston; the North Central 
  3.43  Research and Outreach Center, Grand 
  3.44  Rapids; and the Lake Itasca Forestry 
  3.45  and Biological Station. 
  3.46  Sec. 3.  BOND SALE EXPENSES                             135,000 
  3.47  To the commissioner of finance for bond 
  3.48  sale expenses under Minnesota Statutes, 
  3.49  section 16A.641, subdivision 8.  This 
  3.50  appropriation is from the bond proceeds 
  3.51  fund. 
  3.52     Sec. 4.  [BOND SALE AUTHORIZATION.] 
  3.53     To provide the money appropriated in this act from the bond 
  3.54  proceeds fund, the commissioner of finance shall sell and issue 
  3.55  bonds of the state in an amount up to $134,435,000 in the 
  3.56  manner, upon the terms, and with the effect prescribed by 
  3.57  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  4.1   Minnesota Constitution, article XI, sections 4 to 7.  
  4.2      Sec. 5.  [EFFECTIVE DATE.] 
  4.3      This act is effective the day following final enactment.
