  1.1                          A bill for an act 
  1.2             relating to education; clarifying the equity revenue 
  1.3             program; amending Minnesota Statutes 1999 Supplement, 
  1.4             section 126C.10, subdivisions 24, 25, and 26. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.7   126C.10, subdivision 24, is amended to read: 
  1.8      Subd. 24.  [EQUITY REVENUE.] (a) A school district 
  1.9   qualifies for equity revenue if the school district's adjusted 
  1.10  marginal cost pupil unit amount of basic revenue, supplemental 
  1.11  revenue, transition revenue, and referendum revenue is less than 
  1.12  the value of the school district at or immediately above the 
  1.13  90th percentile of school districts in its equity region for 
  1.14  those revenue categories and the school district's 
  1.15  administrative offices are not located in a city of the first 
  1.16  class on July 1, 1999. 
  1.17     (b) Equity revenue for a qualifying district that receives 
  1.18  referendum revenue under section 126C.17, subdivision 4, equals 
  1.19  the product of (1) the district's adjusted marginal cost pupil 
  1.20  units for that year; times (2) the sum of (i) $10, plus (ii) 
  1.21  $30, times the school district's equity index computed under 
  1.22  section 126C.10, subdivision 6. 
  1.23     (c) Equity revenue for a qualifying district that does not 
  1.24  receive referendum revenue under section 126C.17, subdivision 4, 
  1.25  equals the product of the district's adjusted marginal cost 
  2.1   pupil units for that year times $10. 
  2.2      Sec. 2.  Minnesota Statutes 1999 Supplement, section 
  2.3   126C.10, subdivision 25, is amended to read: 
  2.4      Subd. 25.  [REGIONAL EQUITY GAP.] The regional equity gap 
  2.5   equals the difference between the value of the school district 
  2.6   at or immediately above the fifth percentile of adjusted general 
  2.7   revenue per marginal cost pupil unit and the value of the school 
  2.8   district at or immediately above the 90th percentile of adjusted 
  2.9   general revenue per marginal cost pupil unit. 
  2.10     Sec. 3.  Minnesota Statutes 1999 Supplement, section 
  2.11  126C.10, subdivision 26, is amended to read: 
  2.12     Subd. 26.  [DISTRICT EQUITY GAP.] A district's equity gap 
  2.13  equals the greater of zero or the difference between the 
  2.14  district's adjusted general revenue and the value of the school 
  2.15  district at or immediately above the regional 90th percentile of 
  2.16  adjusted general revenue per marginal cost pupil unit. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     Sections 1 to 3 are effective for revenue in fiscal year 
  2.19  2000.
