  1.1                          A bill for an act 
  1.2             relating to state budget process; establishing a 
  1.3             commission to review state budget practices and 
  1.4             recommend changes to implement performance based 
  1.5             budgeting. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PERFORMANCE BASED BUDGET STUDY COMMISSION.] 
  1.8      A study commission is established to examine the state 
  1.9   budget process and develop a methodology to implement 
  1.10  performance based budgeting.  The governor shall appoint seven 
  1.11  members to the commission with expertise in the state budget 
  1.12  process including the commissioner of finance, the director of 
  1.13  Minnesota planning, and two members each from the house of 
  1.14  representatives and the senate.  The commission must evaluate 
  1.15  the budget process and the composition of the base state 
  1.16  budget.  The commission must make recommendations to the 
  1.17  legislature and the governor by December 12, 2000, on a method 
  1.18  to improve the state budget process and a methodology to 
  1.19  implement the principles of performance based budgeting.  The 
  1.20  commissioner of finance and the director of the state planning 
  1.21  agency shall organize meetings and provide staff support.
