  1.1                          A bill for an act 
  1.2             relating to housing; appropriating money for 
  1.3             transitional housing and affordable housing. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $....... is appropriated from the bond proceeds fund to the 
  1.7   commissioner of children, families, and learning for the purpose 
  1.8   of acquisition, rehabilitation, and expansion of transitional 
  1.9   housing as defined in Minnesota Statutes, section 119A.43, and 
  1.10  for conversion of transitional housing to permanent affordable 
  1.11  housing for families served under Minnesota Statutes, section 
  1.12  119A.43, or other low-income families.  Funding appropriated 
  1.13  under this section must not be used for new construction. 
  1.14     Sec. 2.  [BOND SALE.] 
  1.15     To provide the money appropriated in section 1 from the 
  1.16  state bond proceeds fund, the commissioner of finance shall sell 
  1.17  and issue bonds of the state in an amount up to $....... in the 
  1.18  manner, upon the terms, and with the effect prescribed by 
  1.19  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.20  Minnesota Constitution, article XI, sections 4 to 7. 
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     This act is effective the day following final enactment.
