A bill for an act
relating to health; establishing the Interagency Council on Ending HIV/AIDS in
Minnesota; proposing coding for new law in Minnesota Statutes, chapter 145.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The Interagency Council on Ending
HIV/AIDS in Minnesota is created and consists of the following members:

(1) the commissioner of health or the commissioner's designee;

(2) the commissioner of human services or the commissioner's designee;
new text end
new text begin
(3) the commissioner of human rights or the commissioner's designee;
new text end
new text begin
(4) the commissioner of education or the commissioner's designee;
new text end
new text begin
(5) the commissioner of higher education or the commissioner's designee;
new text end
new text begin
(6) the commissioner of employment and economic development or the commissioner's
designee;
new text end

(7) the commissioner of labor and industry or the commissioner's designee;
new text end
new text begin
(8) the commissioner of public safety or the commissioner's designee;
new text end
new text begin
(9) the commissioner of corrections or the commissioner's designee;
new text end
new text begin
(10) the commissioner of veterans affairs or the commissioner's designee;
new text end
new text begin
(11) the governor or the governor's designee; and
new text end
new text begin
(12) the chair of the Metropolitan Council or the chair's designee.

(b) The members of the council shall select an individual to serve as the State Director
to End HIV/AIDS in Minnesota. The director shall lead the council and shall call meetings,
assign tasks, develop reports, and carry out any other activities necessary to fulfill the duties
of the council.

The duties of the council include:

(1) carrying out the goals and strategies identified in Minnesota's Strategy to End
HIV/AIDS developed by the Minnesota HIV Strategy Advisory Board; and

(2) determining the best way to integrate HIV/AIDS prevention and care under one
administration by combining the HIV/AIDS work of the Department of Health and the
Department of Human Services.

The council may request assistance from any agency
of state government as needed for the execution of the responsibilities under this section
and the other agency shall furnish the assistance upon request.

The membership
terms, compensation, removal of members designated by individuals listed in subdivision
1, paragraph (a), and filling of vacancies shall be as provided in section 15.059 except that
council members shall not receive a per diem. The council is not subject to the expiration
date provisions of section 15.059.
