  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature with 
  1.5             certain conditions; canceling certain earlier 
  1.6             appropriations and reducing certain earlier bond 
  1.7             authorization; authorizing state bonds; appropriating 
  1.8             money. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10  Section 1.  [CAPITAL IMPROVEMENT APPROPRIATIONS.] 
  1.11     The sums in the column under "APPROPRIATIONS" are 
  1.12  appropriated from the bond proceeds fund, or another named fund, 
  1.13  to the state agencies or officials indicated, to be spent for 
  1.14  public purposes including to acquire and to better public land 
  1.15  and buildings and other public improvements of a capital nature, 
  1.16  as specified in this act.  Unless otherwise specified, the 
  1.17  appropriations in this act are available until the project is 
  1.18  completed or abandoned.

  2.25  Sec. 3.  CHILDREN, FAMILIES, AND LEARNING 
  2.26  Subdivision 1.  To the commissioner of
  2.27  children, families, and learning for the

  2.29  Subd. 2.  Metropolitan Magnet Schools                17,700,000 
  2.30  In accordance with the metropolitan 
  2.31  magnet school grant program under 
  2.32  Minnesota Statutes, section 124D.88, 
  2.33  $17,700,000 is for construction to 
  2.34  complete the East Metro Middle School.  
  2.35  This is in addition to appropriations 
  2.36  in Laws 1998, chapter 404, section 5, 
  2.37  subdivision 5, and Laws 1999, chapter 
  2.38  240, section 3. 
  2.39  Subd. 3.  Library for the Blind
  2.40  Expansion                                               600,000
  2.41  This appropriation is from the general 
  2.42  fund to install permanent compact 
  2.43  shelving in the basement area. 
  2.44  Subd. 4.  Maximum Effort School
  2.45  Loan Program                                                   
  2.46  In accordance with the maximum effort 
  2.47  school loan program in Minnesota 
  2.48  Statutes, sections 126C.60 to 126C.72, 
  2.49  appropriations are provided for the 
  2.50  following projects: 
  2.51  (1) construction of a new middle school 
  2.52  for grades 5 through 8 at Cass Lake                   7,500,000 
  3.1   (2) construction of a new elementary
  3.2   school at Caledonia                                   4,000,000 
  3.3   (3) renovation of the Red Lake 
  3.4   middle school and Ponemah elementary school           4,300,000 
  3.5   Sec. 4.  MINNESOTA STATE ACADEMIES 
  3.6   Subdivision 1.  To the commissioner
  3.7   of administration for the purposes
  3.8   specified in this section                             3,816,000
  3.9   Subd. 2.  Asset Preservation                          1,750,000 
  3.10  For asset preservation capital 
  3.11  improvements on both campuses of the 
  3.12  Minnesota State Academies including, 
  3.13  but not limited to, general asset 
  3.14  preservation, electrical infrastructure 
  3.15  upgrades, and sewer and water 
  3.16  improvements. 
  3.17  Subd. 3.  West Wing Noyes Hall                        2,066,000 
  3.18  For mold abatement and renovation of 
  3.19  the west wing of Noyes hall, including 
  3.20  improvements to the mechanical system, 
  3.21  to eliminate air quality problems. 
  3.22     Sec. 5.  [BOND SALE AUTHORIZATIONS.] 
  3.23     To provide the money appropriated in this act from the bond 
  3.24  proceeds fund, the commissioner of finance shall sell and issue 
  3.25  bonds of the state in an amount up to $38,448,000 in the manner, 
  3.26  upon the terms, and with the effect prescribed by Minnesota 
  3.27  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  3.28  Constitution, article XI, sections 4 to 7.  
  3.29     Sec. 6.  [CANCELLATIONS.] 
  3.30     (a) The $4,000,000 appropriation in Laws 1999, chapter 240, 
  3.31  article 1, section 3, for the Southwest Metropolitan Integration 
  3.32  Magnet School in Edina is canceled.  The bond sale authorization 
  3.33  in Laws 1999, chapter 240, article 1, section 13, is reduced by 
  3.34  $4,000,000. 
  3.35     (b) The $1,500,000 appropriation in Laws 1998, chapter 404, 
  3.36  section 5, subdivision 4, paragraph (e), for the Detroit Lakes 
  3.37  community center is canceled. 
  3.38     (c) $1,894,000 of the appropriation in Laws 1998, chapter 
  3.39  404, section 5, subdivision 5, for the Southwest Metropolitan 
  3.40  Integration Magnet School in Edina is canceled. 
  3.41     Sec. 7.  [EFFECTIVE DATE.] 
  3.42     This act is effective the day following final enactment.
