A bill for an act
relating to education; creating a grant program to allow school districts to embed
social and emotional learning into their curriculum; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The Minnesota Department of
Education may make grants to school districts to assist districts in embedding social and
emotional learning standards in their curricula. Grant applications must be in the form
and manner specified by the commissioner.

A school district may apply to the
commissioner of education for a grant of up to $20,000 to implement and integrate social
and emotional learning standards as a part of its curriculum. A district may expend grant
proceeds over a three-year period. Grant proceeds may be used to:

(1) train teachers on how to implement social and emotional learning curricula;

new text begin
(2) develop social and emotional learning curricula; and
new text end
new text begin
(3) integrate social and emotional learning into the district's other curricula standards.

The sums indicated in this section
are appropriated from the general fund to the Department of Education for the fiscal
year designated.

A school district that receives a grant under this subdivision may use the grant
over a three-year period.

The budget base for this program is $1,000,000 per year for fiscal years 2010 and
2011.
