A bill for an act
relating to human services; appropriating money for children's mental health
grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CHILD MENTAL HEALTH GRANTS.

new text begin $1,500,000 in fiscal year 2017 is appropriated to the commissioner of human
services for grants under Minnesota Statutes, section 245.4889, to culturally specific
mental health providers to expand the number of trained clinicians of color to provide
services to children up to five years of age. Priority should be given to clinicians who are
African-American and Native American. Funds may be used by mental health providers
to provide technical assistance to clinicians seeking licensure and preparing for exams,
to provide mentoring to new clinicians, and for a student loan forgiveness program for
clinicians who remained employed by culturally specific mental health providers for
over ... years. This appropriation is added to the base for child mental health grants
under Minnesota Statutes, section 245.4889.
