A bill for an act
relating to local government; prohibiting unfunded mandates; proposing coding
for new law in Minnesota Statutes, chapter 471.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For the purposes of this section, the following terms
have the meanings given them:

new text begin (1) "local government" means a statutory or home rule charter city, county, town, or
school district; and
new text end

new text begin (2) "unfunded mandate" means a provision in state law that requires a local
government to provide a program, service, or capital investment for which the state has
not appropriated money.

new text begin An unfunded mandate enacted on or after the effective
date of this section does not take effect until the state appropriates money to pay for the
mandate.
