A bill for an act
relating to lobbyists; prohibiting former legislators, constitutional officers, and
agency heads from lobbying for legislative or administrative action for two
years after leaving office; proposing coding for new law in Minnesota Statutes,
chapter 10A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An individual may not act as a lobbyist as defined in section 10A.01, subdivision 21,
paragraph (a), clause (1), who attempts to influence legislative or administrative action for
two years after leaving one of the following offices or positions:

(1) member of the legislature;

(2) constitutional officer;
new text end
new text begin
(3) commissioner, deputy commissioner, or assistant commissioner, chief
administrative officer, or deputy chief administrative officer of a department of the state; or

(4) member, chief administrative officer, or deputy chief administrative officer of a
state board or commission that has either the power to adopt, amend, or repeal rules under
chapter 14, or the power to adjudicate contested cases or appeals under chapter 14.

Section 1 is effective August 1, 2010, and applies to individuals leaving the offices
or positions listed in section 1 after August 1, 2010.
