  1.1                          A bill for an act 
  1.2             relating to environment; modifying environmental 
  1.3             quality board rules relating to environmental impact 
  1.4             statement requirements for sports or entertainment 
  1.5             facilities.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ENVIRONMENTAL IMPACT STATEMENT REQUIREMENT FOR 
  1.8   OUTDOOR SPORTS OR ENTERTAINMENT FACILITY; RULE CHANGE.] 
  1.9      The environmental quality board shall amend Minnesota 
  1.10  Rules, part 4410.4400, subpart 22, so that an environmental 
  1.11  impact statement must be prepared for the construction of a new 
  1.12  outdoor sports or entertainment facility designed for or 
  1.13  expected to accommodate a peak attendance of 19,000 or more 
  1.14  persons.  The amendment is not subject to the rulemaking 
  1.15  provisions of Minnesota Statutes, chapter 14, but the board must 
  1.16  comply with Minnesota Statutes, section 14.386, paragraph (a), 
  1.17  clauses (1) and (3).  This amendment is exempt from all other 
  1.18  provisions of Minnesota Statutes, section 14.386. 
  1.19     Sec. 2.  [EFFECTIVE DATE.] 
  1.20     This act and the rule change required by the act are 
  1.21  effective the day following final enactment.  The rule change 
  1.22  applies to all projects that have not been issued building 
  1.23  permits by the effective date.
