A bill for an act
relating to education; establishing a grant program for targeted home visiting
programs that promote early childhood literacy; amending Laws 2015, First
Special Session chapter 3, article 9, section 8, subdivision 7.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Laws 2015, First Special Session chapter 3, article 9, section 8, subdivision
7, is amended to read:

existing suburban program location. The program must include urban and rural program

new text begin (c) For fiscal year 2017 and later, an organization may apply to the commissioner
of education for a grant in the form and manner determined by the commissioner. An
organization that receives a grant is eligible to apply for a subsequent grant. In awarding
grants, the commissioner must give priority to targeted home visiting programs that serve
children ages 16 months to four years with evidence-based early literacy programming.

new text begin (d) An organization that receives a grant under this subdivision shall, by January
15 of each year, make a report to the commissioner of education and the legislative
committees with jurisdiction over kindergarten through grade 12 education in the form
and manner determined by the commissioner.
