  1.1                          A bill for an act
  1.2             relating to state government; transferring certain 
  1.3             powers and duties from the department of children, 
  1.4             families, and learning to the department of economic 
  1.5             security; providing requirements for the energy 
  1.6             assistance program; requiring a report; instructing 
  1.7             the revisor to renumber certain sections. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [ENERGY ASSISTANCE PROGRAM.] 
  1.10     (a) The commissioner of economic security shall establish 
  1.11  policies and procedures to address the findings in the 
  1.12  department of administration's evaluation of Minnesota's energy 
  1.13  assistance program published in December 1999. 
  1.14     (b) The commissioner of economic security shall develop: 
  1.15     (1) outcome measures, in accordance with federal 
  1.16  recommendations, by which to evaluate subgrantee performance and 
  1.17  the program as a whole; 
  1.18     (2) methods to identify the eligible population for the 
  1.19  energy assistance program; 
  1.20     (3) procedures to improve program consistency across the 
  1.21  state.  This shall address program start and end dates, 
  1.22  eligibility determination, eligibility verification, and 
  1.23  application and payment processing times; and 
  1.24     (4) improved internal management practices.  This includes 
  1.25  program oversight, evaluation and auditing of the service 
  1.26  delivery agencies, computer software system, and overall 
  2.1   management. 
  2.2      Sec. 2.  [REPORT.] 
  2.3      The commissioner of economic security shall submit a report 
  2.4   to the legislature detailing the costs and benefits of operating 
  2.5   the energy assistance program.  The report must include 
  2.6   proposals for utilization of technology to provide the most 
  2.7   cost-efficient service delivery.  The report shall be submitted 
  2.8   to the senate jobs, energy and community development committee, 
  2.9   and the house jobs and economic development policy committee by 
  2.10  January 30, 2001. 
  2.11     Sec. 3.  [TRANSFER OF ENERGY ASSISTANCE AND WEATHERIZATION 
  2.12  RESPONSIBILITIES.] 
  2.13     Energy assistance and weatherization responsibilities under 
  2.14  Minnesota Statutes, sections 119A.40, 119A.41, 119A.42, and 
  2.15  119A.425, are transferred from the department of children, 
  2.16  families, and learning to the department of economic security.  
  2.17     Sec. 4.  [INSTRUCTION TO REVISOR.] 
  2.18     The revisor of statutes shall renumber each section of 
  2.19  Minnesota Statutes listed in column A with the number listed in 
  2.20  column B.  The revisor shall also make necessary cross-reference 
  2.21  changes consistent with the renumbering.
