A bill for an act
relating to state government; authorizing cooperative fuel purchasing; requiring
the commissioner of administration to ensure that local units of government have
access to cooperative fuel purchasing agreements; amending Minnesota Statutes
2008, section 16C.11.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 16C.11, is amended to read:


16C.11 COOPERATIVE PURCHASING VENTURE; REVOLVING FUND.

new text begin (a) new text end The commissioner may enter into joint or cooperative purchasing agreements
with any entity that is authorized under section 16C.03, subdivision 10. The cooperative
purchasing venture revolving fund is a separate account in the state treasury. The
commissioner may charge a fee to cover the commissioner's administrative expenses to
entities that have joint or cooperative purchasing agreements with the state under section
16C.03, subdivision 10. The fees collected must be deposited in the revolving fund
established by this section. Money in the fund is appropriated to the commissioner to
administer the programs and services covered by this chapter.

new text begin (b) The commissioner shall ensure that local units of government are provided
with the opportunity to enter a cooperative purchasing agreement under this section for
motor vehicle fuel. This paragraph applies to fuel acquisition authority delegated to the
commissioner of transportation under section 16C.03, subdivision 16.
