  1.1                             A resolution
  1.2             memorializing Congress to enact legislation that will 
  1.3             sunset the Internal Revenue Code by December 31, 2000, 
  1.4             and to develop and complete a replacement tax code for 
  1.5             the American people.  
  1.6      
  1.7      WHEREAS, the current federal Internal Revenue Code is 
  1.8   composed of seven million words, compared to Lincoln's 
  1.9   Gettysburg Address of 269 words and the Declaration of 
  1.10  Independence of 1,337 words; and 
  1.11     WHEREAS, under this Code, the "simplest" return, the EZForm 
  1.12  1040, has 33 pages of instructions and Form 1040 has 76 pages of 
  1.13  instructions; and 
  1.14     WHEREAS, individual taxpayers will spend 1.7 billion hours 
  1.15  and American business will spend 3.4 billion hours each year 
  1.16  simply trying to comply with the Code, which is equivalent to a 
  1.17  "staff" of three million people working full time, year round, 
  1.18  just on taxes; and 
  1.19     WHEREAS, taxes are too high, but any steps to lower taxes 
  1.20  by modifying the existing federal Internal Revenue Code would 
  1.21  make it even longer and more confusing; and 
  1.22     WHEREAS, for the reasons stated above, the federal Internal 
  1.23  Revenue Code is the core of the distrust of government the 
  1.24  American people feel; and 
  1.25     WHEREAS, the Code is beyond repair; and 
  2.1      WHEREAS, the proposal offered by this Resolution embodies a 
  2.2   prudent method and adequate time for developing a new tax code; 
  2.3   NOW, THEREFORE, 
  2.4      BE IT RESOLVED by the Legislature of the State of Minnesota 
  2.5   that it requests the Congress of the United States to enact 
  2.6   legislation that will abolish the Internal Revenue Code by 
  2.7   December 31, 2000, and replace it with a new method of taxation 
  2.8   that, in essence, will:  
  2.9      Lower taxes -- to create job opportunities 
  2.10     Foster growth -- by encouraging work and savings 
  2.11     Be fair -- for all taxpayers 
  2.12     Be simple enough -- for all taxpayers to understand 
  2.13     Be neutral -- allow people, not government, to make choices 
  2.14     Be visible -- so people know the cost of government 
  2.15     Be stable -- so people can plan for the future. 
  2.16     BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.17  State of Minnesota is directed to prepare copies of this 
  2.18  memorial and transmit them to the President and the Secretary of 
  2.19  the United States Senate, the Speaker and the Clerk of the 
  2.20  United States House of Representatives, and Minnesota's Senators 
  2.21  and Representatives in Congress.
