A bill for an act
relating to veterans; requiring a health study of the health effects of wind turbine
movement on certain veterans.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STUDY OF HEALTH EFFECTS OF WIND TURBINE MOVEMENT;
VETERAN WITH SERVICE CONNECTED DISABILITY.

new text begin (a) Upon the request of the commissioner of veterans affairs, the commissioner of
health shall conduct a study on the effect of wind turbine movement on a veteran. The
request must be made at the request of the veteran and identify the name and address of
the veteran. For the purpose of this section, "veteran" means a military service veteran
with a service-connected disability who certifies to the commissioner of veterans affairs
that the service-connected disability contributes to the wind turbine movement having
a detrimental health effect on the veteran. The wind turbine movement must involve a
turbine that is part of a wind conversion system of five megawatts or more and that casts a
shadow on the veteran's residence.

the request of the commissioner of veterans affairs and provide a copy to both the veteran
and the commissioner of veterans affairs.
