A bill for an act
relating to motor vehicles; establishing special plates remembering victims of
drunk drivers; proposing coding for new law in Minnesota Statutes, chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Notwithstanding section 168.1293, the
commissioner shall issue special plates remembering victims of drunk drivers, to an
applicant who:

(1) is a registered owner of a passenger automobile;

(2) pays a fee as specified in section 168.12, subdivision 5, to cover the costs of
handling and manufacturing the plates;

new text begin
(3) pays the registration tax required under section 168.013;
new text end
new text begin
(4) pays the fees required under this chapter; and
new text end
new text begin
(5) complies with this chapter and rules governing registration of motor vehicles
and licensing of drivers.

The commissioner shall design the special plate, so that it bears
an inscription, "Remembering Victims of Drunk Drivers" and displays an image of a
broken heart.

Despite section 168.12, subdivision 1, on payment of a
transfer fee of $5, plates issued under this section may be transferred to another passenger
automobile registered to the individual to whom the special plates were issued.

The commissioner shall maintain a record of the number of
special plates issued under this section.

This section is effective the day following final enactment.
