  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8   Section 1.  [CRIMINAL JUSTICE APPROPRIATIONS.] 
  1.9      The sums in the column under "APPROPRIATIONS" are 
  1.10  appropriated from the bond proceeds fund to the state agencies 
  1.11  or officials indicated, to be spent to acquire and to better 
  1.12  public land and buildings and other public improvements of a 
  1.13  capital nature, as specified in this act.

  2.17  To convert Complex 4 from a 52-bed 
  2.18  living unit to a 45-bed department-wide 
  2.19  mental health unit, convert an existing 
  2.20  42-bed unit to a 39-bed department-wide 
  2.21  infirmary, and provide predesign and 
  2.22  partial design funds for a new 60-bed 
  2.23  high security unit to replace beds lost 
  2.24  in the previous improvements. 
  2.25  Subd. 6.  Intake Center,

  2.50  to design, construct, expand, and equip 
  2.51  firearm and tactical training

  2.54  Subd. 5.  South Metro Joint Public
  2.55  Safety Training Facility                              2,500,000
  3.1   For a grant to the city of Richfield or 
  3.2   other fiscal agent of the joint powers 
  3.3   entity created for the purpose under 
  3.4   Minnesota Statutes, section 471.59, to 
  3.5   construct the south metro joint public 
  3.6   safety training facility.  The 
  3.7   appropriation must be matched by 
  3.8   $4,000,000 from nonstate sources. 
  3.9   Subd. 6.  Marshall Regional Emergency
  3.10  Response Training Center                              1,500,000
  3.11  For a grant to the city of Marshall for 
  3.12  construction of a regional emergency 
  3.13  response training center. 
  3.14     Sec. 4.  [BOND SALE AUTHORIZATION.] 
  3.15     To provide the money appropriated in this act from the bond 
  3.16  proceeds fund, the commissioner of finance, on request of the 
  3.17  governor, shall sell and issue bonds of the state in an amount 
  3.18  up to $25,232,000 in the manner, upon the terms, and with the 
  3.19  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  3.20  16A.675, and by the Minnesota Constitution, article XI, sections 
  3.21  4 to 7.  
  3.22     Sec. 5.  [EFFECTIVE DATE.] 
  3.23     This act is effective the day following final enactment.
