A bill for an act
relating to environment; appropriating money for study of PFAS in biosolids.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; REPORT ON PFAS IN LAND-APPLIED
BIOSOLIDS.

new text begin $....... in fiscal year .... is appropriated from the general fund to the commissioner of the
Pollution Control Agency to study the effects of land-applied biosolids on the spread of
perfluoroalkyl and polyfluoroalkyl substances (PFAS). By December 1, ...., the commissioner
must submit a report to the chairs and ranking minority members of the legislative committees
and divisions with jurisdiction over environment and natural resources and agriculture. The
report must:

new text begin (1) evaluate and characterize PFAS concentrations in land-applied biosolids, leaching
of PFAS from those wastes, and the subsequent movement of PFAS into water and food;

new text begin (3) make recommendations for developing tools for managing PFAS-contaminated waste
streams.
