  1.1                          A bill for an act 
  1.2             relating to the creation of a database of small 
  1.3             minority- and women-owned businesses; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 116J. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [116J.997] [DATABASE ON SMALL MINORITY- AND 
  1.8   WOMEN-OWNED BUSINESSES.] 
  1.9      The commissioner of trade and economic development shall 
  1.10  construct and maintain a statewide database of small minority- 
  1.11  and women-owned businesses for municipal contracts and for 
  1.12  information to private businesses.  At a minimum, the department 
  1.13  shall combine data from the department of administration, the 
  1.14  University of Minnesota, the city of Minneapolis, and the city 
  1.15  of St. Paul.  Both the commissioner of administration and an 
  1.16  official designated by the University of Minnesota shall advise 
  1.17  and assist the commissioner in constructing the database.  The 
  1.18  commissioner may seek advice from other state agencies and 
  1.19  academic institutions.  The commissioner of trade and economic 
  1.20  development shall be responsible for the upkeep of the data.  
  1.21  The commissioner shall finish constructing the database by June 
  1.22  1, 1999. 
  1.23     Sec. 2.  [APPROPRIATION.] 
  1.24     $....... is appropriated from the general fund to the 
  1.25  commissioner of trade and economic development to carry out the 
  2.1   provisions of section 1.
