  1.1                          A bill for an act 
  1.2             relating to education; modifying education and 
  1.3             employment transitions program grants; amending Laws 
  1.4             1997, First Special Session chapter 4, article 3, 
  1.5             section 25, subdivision 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1997, First Special Session chapter 4, 
  1.8   article 3, section 25, subdivision 4, is amended to read: 
  1.9      Subd. 4.  [EDUCATION AND EMPLOYMENT TRANSITIONS PROGRAM 
  1.10  GRANTS.] For education and employment transitions program: 
  1.11       $4,750,000      .....      1998
  1.12       $4,750,000      .....      1999 
  1.13     $500,000 each year is for development of MnCEPs, an 
  1.14  Internet-based education and employment information system.  
  1.15  These are one-time funds. 
  1.16     $1,225,000 in fiscal year 1998 and $1,250,000 in fiscal 
  1.17  year 1999 is for a rebate program for qualifying employers who 
  1.18  employ less than 250 employees, who offer youth internships to 
  1.19  educators.  An employer may apply for a rebate of up to $500 for 
  1.20  each paid youth internship and each educator internship, and up 
  1.21  to $3,000 for each paid youth apprenticeship.  The commissioner 
  1.22  shall determine the application and payment process. 
  1.23     $450,000 each year is for youth apprenticeship program 
  1.24  grants. 
  1.25     $225,000 each year is for youth entrepreneurship grants 
  2.1   under Minnesota Statutes, section 121.72.  Of this amount, 
  2.2   $25,000 each year is for the high school student 
  2.3   entrepreneurship program in independent school district No. 175, 
  2.4   Westbrook.  This appropriation shall be used for expenses, 
  2.5   including, but not limited to, salaries, travel, seminars, 
  2.6   equipment purchases, contractual expenses, and other expenses 
  2.7   related to the student-run business. 
  2.8      $125,000 each year is for youth employer grants under Laws 
  2.9   1995, First Special Session chapter 3, article 4, section 28. 
  2.10     $150,000 each year is for parent and community awareness 
  2.11  training. 
  2.12     $825,000 each year is for the development of career 
  2.13  assessment benchmarks, lifework portfolios, industry skill 
  2.14  standards, curriculum development, career academies, and career 
  2.15  programs for elementary, middle school, and at-risk learners. 
  2.16     $400,000 each year is for state level activities, including 
  2.17  the governor's workforce council. 
  2.18     $275,000 each year is for development of occupational 
  2.19  information. 
  2.20     $300,000 each year is for a grant to be made available to a 
  2.21  county government that has established school-to-work projects 
  2.22  with schools located in a city of the first class.  These grants 
  2.23  must be used to expand the number of at-risk students 
  2.24  participating in these school-to-work projects.  Priority must 
  2.25  be given to projects that demonstrate collaboration between 
  2.26  private employers, collective bargaining representatives, school 
  2.27  officials, and the county government and which prepare at-risk 
  2.28  students for long-term employment with private and public sector 
  2.29  employers paying a minimum of 150 percent of the federal poverty 
  2.30  level for a family of four and with the majority of their 
  2.31  employees in collective bargaining units. 
  2.32     $250,000 each year is for agricultural school-to-work 
  2.33  grants. 
  2.34     $25,000 is for a grant to the Minnesota Historical Society 
  2.35  for money canceled in fiscal year 1997. 
  2.36     Sec. 2.  [EFFECTIVE DATE.] 
  3.1      Section 1 is effective the day following final enactment.
