  1.1                          A bill for an act 
  1.2             relating to the city of Winona; permitting 
  1.3             continuation of a tax increment financing district. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [WINONA TAX INCREMENT FINANCING DISTRICT.] 
  1.6      Subdivision 1.  [RATIFICATION OF EXPENDITURE; 
  1.7   DECERTIFICATION NOT REQUIRED.] For tax increment financing 
  1.8   district No. 2, approved by the city of Winona on August 1, 
  1.9   1980, the expenditure of tax increments before January 1, 1998, 
  1.10  to finance, in part, the construction of improvements to the 
  1.11  existing municipal wastewater treatment plant is ratified and 
  1.12  deemed an expenditure within the geographic area of the tax 
  1.13  increment financing district, and Minnesota Statutes, section 
  1.14  469.1764, does not apply to the tax increment financing district.
  1.15     Subd. 2.  [EFFECTIVE DATE.] Subdivision 1 is effective upon 
  1.16  approval by the Winona city council and compliance with 
  1.17  Minnesota Statutes, section 645.021.
