A bill for an act
relating to family law; establishing a child custody dispute harm prevention working
group; requiring the state court administrator to implement a training program;
requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CHILD CUSTODY DISPUTE HARM PREVENTION WORKING
GROUP; TRAINING.

new text begin (a) The state court administrator shall convene a working group to develop a training
curriculum for law enforcement officers, family court judges and staff, and mental health
professionals to identify and prevent harm to a child during or following a child custody
dispute. The curriculum must include the expertise of forensic psychologists.

new text begin (b) The working group shall, at a minimum, include the following members: the
commissioner of human services or the commissioner's designee, a representative designated
by the Minnesota Police and Peace Officers Association, a district court judge representative
designated by the state court administrator, and a representative from the Center for Advanced
Studies in Child Welfare designated by the Board of Regents of the University of Minnesota.

new text begin (c) The working group shall develop a training curriculum and submit a written report
describing the training curriculum to the chairs and ranking minority members of the
legislative committees with jurisdiction over public safety and child welfare by February
15, 2023.

the working group by July 1, 2023.

WORKING GROUP.

new text begin $....... is appropriated in fiscal year 2023 from the general fund to the state court
administrator to convene, administer, and implement the child custody dispute harm
prevention working group and the training program developed by the working group. This
appropriation does not cancel and is available until June 30, 2025.
