  1.1                          A bill for an act 
  1.2             relating to taxation; proposing an amendment to the 
  1.3             Minnesota Constitution, article XIII, section 1; 
  1.4             requiring financing of at least 70 percent of all 
  1.5             public education expenses. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people as provided in this section. 
  1.10     If the amendment is adopted, article XIII, section 1, will 
  1.11  read: 
  1.12     Section 1.  The stability of a republican form of 
  1.13  government depending mainly upon the intelligence of the people, 
  1.14  it is the duty of the legislature to establish a general and 
  1.15  uniform system of public schools.  The legislature shall make 
  1.16  such provisions by taxation or otherwise as will to finance at 
  1.17  least 70 percent of all public education expenses and to secure 
  1.18  a thorough and efficient system of public schools throughout the 
  1.19  state. 
  1.20     Sec. 2.  [SUBMISSION TO THE PEOPLE.] 
  1.21     The proposed amendment shall be submitted to the people at 
  1.22  the 1998 general election.  The question submitted shall be: 
  1.23     "Shall the Minnesota Constitution be amended to specify 
  1.24  that the state shall be responsible for at least 70 percent of 
  1.25  all public education expenses in Minnesota? 
  2.1                                      Yes .......
  2.2                                      No ........"
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      If the amendment proposed by section 1 is adopted by the 
  2.5   voters, the amendment is effective July 1, 2000.
