A bill for an act
relating to energy; providing for reporting and disclosure by certain propane
dealers; proposing coding for new law in Minnesota Statutes, chapter 216B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [216B.0952] PROPANE DISCLOSURE AND REPORTING ACT.

new text begin (a) A propane company receiving $150,000 or more from the Low Income Home
Energy Assistance Program (LIHEAP) for the previous heating season for deliveries to
customers in the state must report the following information to the Office of Energy
Security by August 1 following the heating season on a form prepared by the office:

new text begin (1) its total number of customers;
new text end

new text begin (2) its total number of customers receiving LIHEAP assistance;
new text end

new text begin (3) all non-fuel-related fees paid by LIHEAP funds; and
new text end

new text begin (4) all of the following separately for its residential and residential LIHEAP
customers:

new text begin (i) the number of customers refused delivery at any time during the heating season,
the average past due bill for customers refused delivery, and the low-to-high range of past
due bills owed by customers refused delivery;

new text begin (ii) the number of customers on keep-fill;
new text end

new text begin (iii) the number of full and partial prebuy customers;
new text end

new text begin (iv) all non-fuel-related fees paid by residential customers;
new text end

new text begin (v) average price per gallon for each month of the heating season; and

new text begin (vi) the number of propane tanks removed from customers' premises and the amount
of the past due bill owed for each tank removed.

new text begin (b) For the purpose of this section, "heating season" means the period from October
15 to the next April 15.
