  1.1                          A bill for an act 
  1.2             relating to education; waiving compliance with state 
  1.3             statutes and rules for school districts receiving less 
  1.4             than an inflationary increase in state aid per pupil; 
  1.5             amending Minnesota Statutes 1996, section 124A.22, by 
  1.6             adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 124A.22, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 2b.  [WAIVER.] A district receiving less than an 
  1.11  inflationary increase in state aid per pupil in any year of the 
  1.12  biennium is exempt from compliance with state statutes and rules 
  1.13  applicable to schools and school districts until the district 
  1.14  receives an increase in state aid per pupil equal to or greater 
  1.15  than the rate of inflation.  An exempted school district must 
  1.16  comply with the requirements for charter schools in Minnesota 
  1.17  Statutes, section 120.064, subdivisions 8 and 10. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective beginning in fiscal year 1999.
