  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings for 
  1.4             the purpose of completing the design and construction 
  1.5             of the World War II veterans memorial authorized for 
  1.6             placement on the capitol mall, and for designing and 
  1.7             constructing a kiosk in the capitol mall area to 
  1.8             provide information on several public memorials; 
  1.9             appropriating money; amending Laws 2000, chapter 492, 
  1.10            article 1, section 12, subdivision 7; proposing coding 
  1.11            for new law in Minnesota Statutes, chapter 197. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  [APPROPRIATION.] 
  1.14     $2,000,000 is appropriated from the bond proceeds fund to 
  1.15  the commissioner of administration to be used as follows: 
  1.16     (1) $1,500,000 to complete the design, architectural 
  1.17  drawings, and construction of the World War II veterans memorial 
  1.18  authorized by Laws 2000, chapter 492, article 1, section 12, 
  1.19  subdivision 7; and 
  1.20     (2) $500,000 to design and construct an informational kiosk 
  1.21  to be placed on the capitol mall.  The kiosk must provide 
  1.22  information on public memorials including, but not limited to, 
  1.23  the following memorials: 
  1.24     (i) the womens' suffragette memorial; 
  1.25     (ii) the Roy Wilkins memorial; 
  1.26     (iii) the police officers' memorial; 
  1.27     (iv) the firefighters' memorial; 
  1.28     (v) the Charles Lindbergh memorial; 
  2.1      (vi) the Hubert Humphrey memorial; and 
  2.2      (vii) all Minnesota state veterans memorials. 
  2.3      Sec. 2.  Laws 2000, chapter 492, article 1, section 12, 
  2.4   subdivision 7, is amended to read: 
  2.5   Subd. 7.  World War II Veterans Memorial                150,000 
  2.6   This appropriation is from the general 
  2.7   fund. 
  2.8   For design, architectural drawings, and 
  2.9   the start of construction for a World 
  2.10  War II veterans memorial on the state 
  2.11  capitol mall.  The design is subject to 
  2.12  approval by the capitol area 
  2.13  architectural and planning board.  The 
  2.14  commissioner of veterans affairs shall 
  2.15  convene an advisory group, including 
  2.16  members of veterans organizations to 
  2.17  review and make recommendations about 
  2.18  the design of the memorial.  The 
  2.19  appropriation must be matched by an 
  2.20  equal amount from nonstate sources.  
  2.21  The commissioner may accept donations 
  2.22  from nonstate sources for purposes 
  2.23  stated in this subdivision. 
  2.24     Sec. 3.  [BOND SALE.] 
  2.25     To provide the money appropriated in section 1 from the 
  2.26  bond proceeds fund, the commissioner of finance shall sell and 
  2.27  issue bonds of the state in an amount up to $2,000,000 in the 
  2.28  manner, on the terms, and with the effect prescribed by 
  2.29  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.30  Minnesota Constitution, article XI, sections 4 to 7. 
  2.31     Sec. 4.  [197.85] [PERPETUAL MAINTENANCE FUND.] 
  2.32     Any donations received by the commissioner of veterans 
  2.33  affairs under Laws 2000, chapter 492, article 1, section 12, 
  2.34  subdivision 7, plus any monies appropriated by the legislature 
  2.35  in any year for the World War II veterans memorial that remain 
  2.36  unused upon completion of the construction of that memorial, 
  2.37  must be deposited in a separate account to be established in the 
  2.38  state treasury and are annually appropriated to the commissioner 
  2.39  of veterans affairs for the perpetual maintenance of state 
  2.40  veterans memorials. 
  2.41     Sec. 5.  [EFFECTIVE DATE.] 
  2.42     Sections 1 to 4 are effective the day following final 
  2.43  enactment.
