  1.1                          A bill for an act 
  1.2             relating to crimes; making it a crime to plan, 
  1.3             encourage, or commit certain terroristic acts 
  1.4             intending to affect the conduct of government or 
  1.5             advance an ideological or other system of belief; 
  1.6             prescribing penalties; amending Minnesota Statutes 
  1.7             2000, section 609.713, by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 609.713, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 4.  [AFFECT CONDUCT OF GOVERNMENT.] (a) A person is 
  1.12  guilty of a felony who knowingly plans or commits an act 
  1.13  destructive of human life, health, or safety, of real or 
  1.14  personal property, or of personal or commercial livelihood, that 
  1.15  is either: 
  1.16     (1) calculated to influence or affect the conduct of 
  1.17  government, public affairs, or public debate through the 
  1.18  coercion implicit in, or the fear or the intimidation provoked 
  1.19  by, the destructive act; or 
  1.20     (2) with an intent to advance, assert, vindicate, or 
  1.21  implement any political, ideological, religious, or other system 
  1.22  of belief or agenda through the coercion implicit in, or the 
  1.23  fear or the intimidation provoked by, the destructive act. 
  1.24     (b) A person who violates paragraph (a) may be sentenced to 
  1.25  imprisonment for not more than ten years or to payment of a fine 
  1.26  of not more than $50,000, or both.  This punishment may be 
  2.1   imposed in addition to any other punishment also imposed for the 
  2.2   planning or commission of the destructive act. 
  2.3      (c) A person is guilty of a felony if the person incites, 
  2.4   encourages, endorses, ratifies, or assists in the planning or 
  2.5   the commission of a destructive act under paragraph (a). 
  2.6      (d) A person who violates paragraph (c) may be sentenced to 
  2.7   imprisonment for not more than five years or to payment of a 
  2.8   fine of not more than $20,000, or both. 
  2.9      Sec. 2.  [EFFECTIVE DATE.] 
  2.10     Section 1 is effective August 1, 2002, and applies to all 
  2.11  crimes committed on or after that date.
