A bill for an act
relating to capital investment; authorizing spending to make grants to acquire
and better public land and other public improvements of a capital nature;
appropriating money for natural resources and environment projects; authorizing
the issuance of general obligation bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; NATURAL RESOURCES.

new text begin $5,000,000 is appropriated from the bond proceeds fund to the commissioner of
natural resources for improvements of a capital nature, as provided in this section. This
appropriation shall be used by the commissioner to make grants:

new text begin (1) to units of government to acquire and better natural and scenic areas under
Minnesota Statutes, section 85.019, subdivision 4a;

new text begin (2) to units of government to acquire land and design, construct, and redevelop
outdoor recreation areas under Minnesota Statutes, section 85.019, subdivision 2; and

new text begin (3) to local units of government and public regional parks organizations located
outside the metropolitan area as defined in Minnesota Statutes, section 473.121,
subdivision 2, to acquire and better land for regional parks, trails, and open space. Each $3
of state grants must be matched by $2 of nonstate funds for grants under this clause.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund,
the commissioner of finance shall sell and issue bonds of the state in an amount up to
$5,000,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
