  1.1                          A bill for an act 
  1.2             relating to education; authorizing the board of 
  1.3             trustees of the Minnesota state colleges and 
  1.4             universities to construct a campus security building 
  1.5             and lease state property at Moorhead state university. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MOORHEAD STATE UNIVERSITY; CONSTRUCTION OF 
  1.8   CAMPUS SECURITY BUILDING; AUTHORIZATION.] 
  1.9      The board of trustees of the Minnesota state colleges and 
  1.10  universities is authorized to construct a campus security 
  1.11  building at Moorhead state university.  The board may accept 
  1.12  nonstate money to support construction of the building.  The 
  1.13  board may enter into an agreement with the city of Moorhead 
  1.14  whereby the city provides money for the construction of the 
  1.15  building in exchange for the lease of space in the building for 
  1.16  use by the city police department.  Notwithstanding Minnesota 
  1.17  Statutes, section 16B.24, or any other law, the board may lease 
  1.18  space in the building to the city for up to 25 years without 
  1.19  obtaining state executive council approval. 
  1.20     Sec. 2.  [MOORHEAD STATE UNIVERSITY; LEASE OR SALE OF STATE 
  1.21  PROPERTY; AUTHORIZATION.] 
  1.22     The board of trustees of the Minnesota state colleges and 
  1.23  universities is authorized to lease state property, including 
  1.24  state bond financed property, at Moorhead state university to a 
  1.25  private developer for the construction of student services, 
  2.1   alumni foundation, and student residence hall facilities.  
  2.2   Notwithstanding Minnesota Statutes, sections 16A.695, 
  2.3   subdivision 2, and 16B.24, or any other law, the board may lease 
  2.4   the property for a term of up to 50 years without obtaining 
  2.5   state executive council approval. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      This act is effective the day following final enactment.
