  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the board of water and soil resources to acquire 
  1.4             lands adjacent to the Rush City correctional facility 
  1.5             for wetlands mitigation and drainage and for ultimate 
  1.6             transfer to natural resources for a wildlife 
  1.7             management area; authorizing issuance of bonds.  
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $950,000 is appropriated from the bond proceeds fund to the 
  1.11  board of water and soil resources to acquire lands adjacent to 
  1.12  the Rush City correctional facility for wetland mitigation and 
  1.13  drainage and then for transfer to the commissioner of natural 
  1.14  resources for a wildlife management area. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance shall sell and 
  1.18  issue bonds of the state in an amount up to $950,000 in the 
  1.19  manner, upon the terms, and with the effect prescribed by 
  1.20  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.21  Minnesota Constitution, article XI, sections 4 to 7. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     Sections 1 and 2 are effective the day following final 
  1.24  enactment.
