fund to the commissioner of commerce for grants to public school districts to add solar
energy systems on, adjacent to, or in proximity to school district buildings.

(b) An eligible solar energy system must be a capital improvement to land or buildings
within the meaning of the Minnesota Constitution, article XI, section 5, paragraph (a), which
includes fixtures with a useful life of at least ten years. The capacity of a solar energy system
must be less than 300 kilowatts to the extent necessary to match the electrical load of the

metropolitan area. The commissioner of commerce shall determine the application procedures
and make grants on a first-come, first-served basis. A grant may be for up to 95 percent of
the cost of design, engineering, acquisition, and installation of a solar energy system. A
school district may issue debt under Minnesota Statutes, section 123B.62, to provide its
share of the costs of a solar energy system funded from this appropriation.
