  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to construct law enforcement training facilities and a 
  1.4             firefighting training facility; authorizing the 
  1.5             issuance of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTRUCTION OF LAW ENFORCEMENT TRAINING 
  1.8   FACILITIES AND A FIREFIGHTING TRAINING FACILITY.] 
  1.9      Subdivision 1.  [APPROPRIATION; LAW ENFORCEMENT TRAINING 
  1.10  FACILITY-RAMSEY COUNTY.] $4,000,000 is appropriated from the 
  1.11  bond proceeds fund to the commissioner of public safety for a 
  1.12  grant to Ramsey county for the construction of a law enforcement 
  1.13  training facility.  The facility must serve the eastern 
  1.14  metropolitan area including Ramsey, Washington, and northern 
  1.15  Dakota counties.  The counties must provide a combined local 
  1.16  match of at least 50 percent.  However, the value of real 
  1.17  property purchased or contributed after February 1, 2000, must 
  1.18  be counted towards the local match. 
  1.19     Subd. 2.  [APPROPRIATION; FIREFIGHTING TRAINING 
  1.20  FACILITY-ST. PAUL.] $1,000,000 is appropriated from the bond 
  1.21  proceeds fund to the commissioner of public safety for a grant 
  1.22  to the city of St. Paul for the construction of a firefighting 
  1.23  training facility.  The facility must serve the eastern 
  1.24  metropolitan area including Ramsey, Washington, and northern 
  1.25  Dakota counties.  The counties must provide a combined local 
  2.1   match of at least 50 percent.  However, the value of real 
  2.2   property purchased or contributed after February 1, 2000, must 
  2.3   be counted towards the local match. 
  2.4      Subd. 3.  [APPROPRIATION; LAW ENFORCEMENT TRAINING 
  2.5   FACILITY-HENNEPIN COUNTY.] $5,000,000 is appropriated for a 
  2.6   grant to Hennepin county for the construction of a law 
  2.7   enforcement training facility.  The facility may also serve as a 
  2.8   firefighting training facility.  The facility must serve the 
  2.9   western metropolitan area.  Hennepin county, in conjunction with 
  2.10  other counties the facility serves, shall provide a combined 
  2.11  local match of at least 50 percent.  However, the value of real 
  2.12  property purchased or contributed after February 1, 2000, must 
  2.13  be counted towards the local match. 
  2.14     Subd. 4.  [APPROPRIATION; LAW ENFORCEMENT TRAINING 
  2.15  FACILITIES-VARIOUS LOCATIONS.] $5,000,000 is appropriated to the 
  2.16  commissioner of public safety for grants to counties for the 
  2.17  construction of law enforcement training facilities.  The 
  2.18  facilities may also serve as firefighting training facilities.  
  2.19  The commissioner shall select grant recipients in a manner 
  2.20  consistent with the recommendations in the Statewide Master Plan 
  2.21  for Fire and Law Enforcement Training Facilities:  Report #2- 
  2.22  Siting, Financing and Use required in Laws 1999, chapter 216, 
  2.23  article 1, section 7, subdivision 6.  The commissioner shall 
  2.24  make at least two grants under this subdivision.  Grant 
  2.25  recipients must provide a combined local match of at least 50 
  2.26  percent.  However, the value of real property purchased or 
  2.27  contributed after February 1, 2000, must be counted towards the 
  2.28  local match. 
  2.29     Subd. 5.  [BOND SALE AUTHORIZATION.] To provide the money 
  2.30  appropriated in this section from the bond proceeds fund, the 
  2.31  commissioner of finance shall sell and issue bonds of the state 
  2.32  in an amount up to $15,000,000 in the manner, upon the terms, 
  2.33  and with the effect prescribed by Minnesota Statutes, sections 
  2.34  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.35  XI, sections 4 to 7. 
  2.36     Sec. 2.  [EFFECTIVE DATE.] 
  3.1      Section 1 is effective the day following final enactment.
