  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for a grant to the city of St. Paul for 
  1.6             acquisition of land and creation of a holding pond for 
  1.7             flood mitigation; authorizing issuance of bonds; 
  1.8             appropriating money. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [APPROPRIATION.] 
  1.11     $5,082,000 is appropriated from the bond proceeds fund to 
  1.12  the commissioner of natural resources for a grant to the city of 
  1.13  St. Paul to acquire land, demolish structures, and design and 
  1.14  construct a dry basin holding pond for flood mitigation in the 
  1.15  Hoyt Avenue area of St. Paul, subject to the requirements of 
  1.16  Minnesota Statutes, section 16A.695. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  bond proceeds fund, the commissioner of finance, on request of 
  1.20  the governor, shall sell and issue bonds of the state in an 
  1.21  amount up to $5,085,000 in the manner, on the terms, and with 
  1.22  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.23  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.24  4 to 7. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  1.26     Sections 1 and 2 are effective the day following final 
  1.27  enactment.
