A bill for an act
relating to drivers' licenses; extending certain rulemaking authority of
commissioner of public safety.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Notwithstanding Minnesota Statutes, section 14.125, the commissioner of public
safety's authority under Minnesota Statutes, section 171.0701, paragraph (a), and Laws
2006, chapter 192, to amend Minnesota Rules, part 7411.0515, to provide that driver
education programs offered at public schools, private schools, and commercial driver
training schools must include a minimum of 30 minutes of instruction relating to organ
and tissue donations and the content of Minnesota Statutes, section 171.07, subdivision 5,
is extended for 18 months following the effective date of this section. The commissioner
may use the exempt rule procedures of Minnesota Statutes, section 14.388, subdivision 1,
clause (3), to amend the rule. Minnesota Statutes, section 14.386, does not apply except as
provided in Minnesota Statutes, section 14.388.
