  1.1                          A bill for an act 
  1.2             relating to human services; requiring quality 
  1.3             standards for the provision of children's preventive 
  1.4             care; amending Minnesota Statutes 2000, section 
  1.5             256B.69, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 256B.69, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5f.  [FINANCIAL INCENTIVE FOR CHILDREN'S PREVENTIVE 
  1.10  CARE.] The commissioner, in consultation with prepaid health 
  1.11  plans, shall develop:  
  1.12     (1) quality standards for the provision of child and teen 
  1.13  checkups and other preventive services for children by prepaid 
  1.14  health plans; and 
  1.15     (2) a financial withholding system that reimburses prepaid 
  1.16  health plans under a settleup process based on the extent to 
  1.17  which the plans meet these quality standards.  
  1.18  The amount withheld from capitation rates must equal 25 percent 
  1.19  of that portion of the rate attributable to the estimated cost 
  1.20  of providing child and teen checkups and other preventive 
  1.21  services for children.  The commissioner shall implement the 
  1.22  withholding and settleup process effective for contract periods 
  1.23  beginning on or after January 1, 2003.
