A bill for an act
relating to human services; appropriating money to the Minnesota Initiative
Foundations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$1,500,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of human services to provide a grant of $250,000 to each of the six
Minnesota Initiative Foundations to increase access to affordable child care in greater
Minnesota. Grant funds may be used for, but are not limited to, the following activities:

(1) increase child care provider training and professional development;

new text begin
(2) support legal nonlicensed family, friend, and neighbor child care providers;
new text end
new text begin
(3) provide potential and current child care providers with licensing, financial,
and technical assistance;
new text end

(4) help child care providers become rated under the Parent Aware quality rating
system; and
new text end
new text begin
(5) strengthen local capacity and increase the availability of affordable high-quality
child care in each region.

This is a onetime appropriation.
