  1.1                          A bill for an act 
  1.2             relating to economic development and job creation; 
  1.3             appropriating money to assist in redevelopment of the 
  1.4             Stroh Brewery area and creation of manufacturing jobs; 
  1.5             authorizing the sale of bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; STROH BREWERY SITE.] 
  1.8      $2,800,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of trade and economic development for a grant 
  1.10  to the St. Paul Port Authority.  The money must be used to 
  1.11  relocate and upgrade Minnehaha Avenue as part of the 
  1.12  redevelopment of the former Stroh Brewery site and adjacent 
  1.13  properties, to provide access to certain historic properties, to 
  1.14  provide for blight removal, and to maximize development 
  1.15  potential of the industrial park.  
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide the money appropriated in this act from the bond 
  1.18  proceeds fund, the commissioner of finance, on the request of 
  1.19  the governor, shall sell and issue bonds of the state in an 
  1.20  amount up to $2,800,000 in the manner, on the terms, and with 
  1.21  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.  
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
