  1.1                          A bill for an act 
  1.2             relating to metropolitan government; changing certain 
  1.3             definitions; requiring a redrawn transit zone map; 
  1.4             removing, in certain cases, a prohibition to 
  1.5             application of a property tax rate; amending Minnesota 
  1.6             Statutes 1996, section 473.3915, subdivisions 2, 3, 
  1.7             and 5. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 473.3915, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [REGULAR ROUTE TRANSIT SERVICE.] "Regular route 
  1.12  transit service" means services as defined in section 473.385, 
  1.13  subdivision 1, paragraph (b), with at least two scheduled runs 
  1.14  per hour between 7:00 a.m. and 6:30 p.m., Monday to Friday, and 
  1.15  regularly scheduled service on Saturday, Sunday, and holidays, 
  1.16  and weekdays after 6:30 p.m.  The two scheduled runs for buses 
  1.17  leaving a replacement transit service transit hub need not be on 
  1.18  the same route.  
  1.19     Sec. 2.  Minnesota Statutes 1996, section 473.3915, 
  1.20  subdivision 3, is amended to read: 
  1.21     Subd. 3.  [TRANSIT ZONE.] (a) Except as provided in 
  1.22  paragraph (b), "transit zone" means the area within one-quarter 
  1.23  of a mile of a route along which regular route transit service 
  1.24  is provided that is also within the metropolitan urban service 
  1.25  area, as determined by the council.  "Transit zone" includes any 
  1.26  light rail transit route for which funds for construction have 
  2.1   been committed. 
  2.2      (b) A transit zone that surrounds a replacement transit 
  2.3   service transit hub has a limiting area of one-eighth mile 
  2.4   rather than the one-quarter mile provided in paragraph (a).  
  2.5      (c) The prohibition under section 273.13, subdivision 24, 
  2.6   paragraph (c), item (v), that applies to structures primarily 
  2.7   used for retail does not apply to structures primarily used for 
  2.8   retail that are in transit zones described in paragraph (b). 
  2.9      Sec. 3.  Minnesota Statutes 1996, section 473.3915, 
  2.10  subdivision 5, is amended to read: 
  2.11     Subd. 5.  [TRANSIT ZONE MAP; DATE FIRST PRODUCED MAPS.] The 
  2.12  metropolitan council shall produce an initial version of the 
  2.13  transit zone map required under subdivision 4 by January 1, 
  2.14  1996, and a later version as required by the amendments made in 
  2.15  sections 1 and 2. 
  2.16     Sec. 4.  [TEN-YEAR SUNSET.] 
  2.17     Section 2, paragraph (c), is effective July 1, 1998, only 
  2.18  for taxes levied in 1998, payable in 1999, through taxes levied 
  2.19  in 2008, payable in 2009.
