  1.1                          A bill for an act 
  1.2             relating to local government aid; clarifying that 
  1.3             railroad property is included in measures of 
  1.4             commercial industrial property; amending Minnesota 
  1.5             Statutes 2002, section 477A.011, subdivision 32. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 477A.011, 
  1.8   subdivision 32, is amended to read: 
  1.9      Subd. 32.  [COMMERCIAL INDUSTRIAL PERCENTAGE.] "Commercial 
  1.10  industrial percentage" for a city is 100 times the sum of the 
  1.11  estimated market values of all real property in the city 
  1.12  classified as class 3 under section 273.13, subdivision 24, 
  1.13  excluding public utility property, but including railroad 
  1.14  property, to the total market value of all taxable real and 
  1.15  personal property in the city.  The market values are the 
  1.16  amounts computed before any adjustments for fiscal disparities 
  1.17  under section 276A.06 or 473F.08.  The market values used for 
  1.18  this subdivision are not equalized. 
  1.19     [EFFECTIVE DATE.] This section is effective for aids 
  1.20  payable in 2005 and thereafter.
