  1.1                          A bill for an act 
  1.2             relating to the environment; making permanent the 
  1.3             prohibition on certain feedlots; amending Laws 1998, 
  1.4             chapter 401, section 52, as amended. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1998, chapter 401, section 52, as amended 
  1.7   by Laws 2000, chapter 435, section 8, is amended to read: 
  1.8      Sec. 52.  [116.0714] [PERMIT REQUIREMENTS.] 
  1.9      Until six months after preparation and final approval by 
  1.10  the environmental quality board of the generic environmental 
  1.11  impact statement required under Laws 1998, chapter 366, section 
  1.12  86, subdivision 2, or June 1 following approval of the 
  1.13  statement, whichever date is later, Neither the pollution 
  1.14  control agency nor a county board may issue a permit for the 
  1.15  construction of an open-air clay, earthen, or flexible membrane 
  1.16  lined swine waste lagoon.  This section does not apply to repair 
  1.17  or modification related to an environmental improvement of an 
  1.18  existing lagoon. 
  1.19     [EFFECTIVE DATE.] This section is effective the day 
  1.20  following final enactment.
