A bill for an act
relating to transportation; providing a penalty for slow-moving vehicles driving
in the left lane; amending Minnesota Statutes 2016, section 169.18, subdivision
10.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2016, section 169.18, subdivision 10, is amended to read:
Upon all roadways any (a) A person operating a vehicle
proceeding at less than the normal speed of traffic at the time and place and under the
existing conditions then existing shall be driven must drive in the right-hand lane then
available for traffic, or as close as practicable to the right-hand curb or edge of the roadway,
except when. A person who violates this paragraph must pay a fine of not less than $100.
(b) Paragraph (a) does not apply if:
(1) the vehicle is overtaking and passing another vehicle proceeding in the same direction,
or when;
(2) the vehicle is preparing for a left to turn left at an intersection or into a private road
or driveway, or when;
(3) a specific lane is designated and posted for a specific type of traffic.; or
(4) the vehicle is preparing to exit a controlled access highway by using an exit on the
left side of the road.
The commissioner of public safety shall conduct a public awareness campaign to increase
public knowledge about Minnesota Statutes, section 169.18, subdivision 10.
