  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money and 
  1.3             authorizing bonds for flood hazard mitigation programs.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS; FLOOD HAZARD MITIGATION.] 
  1.6      Subdivision 1.  [GENERAL FUND.] $6,000,000 is appropriated 
  1.7   from the general fund to the commissioner of natural resources 
  1.8   for flood hazard mitigation programs, including:  community 
  1.9   flood studies; flood plain mapping; flood damage reduction 
  1.10  grants; 50 percent cost-share grants to watershed districts for 
  1.11  ring dike construction; and planning, design, and engineering 
  1.12  assistance for small communities under the United States Army 
  1.13  Corps of Engineers, small control projects program.  
  1.14     Subd. 2.  [BOND PROCEEDS FUND.] $35,000,000 is appropriated 
  1.15  from the bond proceeds fund to the commissioner of natural 
  1.16  resources for capital improvement grants to local governments 
  1.17  under the flood hazard mitigation grant program in Minnesota 
  1.18  Statutes, section 103F.161.  The commissioner shall determine 
  1.19  project priorities as appropriate based upon need. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in section 1, subdivision 
  1.22  2, the commissioner of finance, on request of the governor, 
  1.23  shall sell and issue bonds of the state in an amount up to 
  1.24  $35,000,000 in the manner, upon the terms, and with the effect 
  2.1   prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.2   and the Minnesota Constitution, article XI, sections 4 to 7.
