A bill for an act
relating to transportation; prohibiting activities in connection with Southwest
light rail transit.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PROHIBITION CONCERNING SOUTHWEST LIGHT RAIL
TRANSIT ACTIVITY.

new text begin No state executive agency; local or regional unit of government, including the
Metropolitan Council; regional rail authority; or the Counties Transit Improvement Board
shall take any action or spend any money for the Southwest light rail transit (green line
extension) project. Prohibited actions related to any phase of the project include, but are
not limited to: (1) applying for or accepting funds from any source, including the federal
government; (2) issuing revenue bonds or other debt obligations; (3) engaging professional
or technical services; (4) advertising bids or awarding contracts; (5) acquiring interests in
real property; (6) engaging in project development or alignment selection; (7) initiating
the municipal consent process; (8) planning station placement and design; (9) developing
management plans; (10) conducting environmental studies; and (11) engaging in public
outreach. A government entity that is liable, as of the effective date of this section, for the
payment of money for a project-related activity must, before payment, submit a statement
to the chairs and ranking minority members of the legislative committees and divisions
with jurisdiction over transportation policy and budget. The statement must explain the
proposed payment, identify the claimant, state the date the claim arose, and describe the
purpose for which the liability was incurred.
