  1.1                          A bill for an act 
  1.2             relating to the military; changing eligibility for 
  1.3             membership on armory boards; amending Minnesota 
  1.4             Statutes 2002, sections 193.29, subdivision 3; 193.30; 
  1.5             193.31. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 193.29, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [JOINT BOARDS.] In all cases in which If more 
  1.10  than one company or other unit of the military forces shall 
  1.11  occupy occupies the same armory, the armory board shall consist 
  1.12  of officers military personnel assigned to the units or 
  1.13  organizations quartered therein.  The adjutant general shall 
  1.14  designate by order from time to time the representatives of each 
  1.15  unit quartered therein to comprise the armory board for each 
  1.16  armory.  In the discretion of the adjutant general, the 
  1.17  membership of the board may be comprised of officers, warrant 
  1.18  officers, and enlisted personnel and may be changed from time to 
  1.19  time so as to give the several organizations quartered therein 
  1.20  proper representation on the board. 
  1.21     Sec. 2.  Minnesota Statutes 2002, section 193.30, is 
  1.22  amended to read: 
  1.23     193.30 [COMMANDING OFFICERS ORGANIZATION OF ARMORY BOARD.] 
  1.24     The senior officer ranking member on each armory board 
  1.25  shall be the chair, and the junior officer ranking member 
  2.1   thereof shall be the recorder.  A record of the proceedings of 
  2.2   the board shall be kept, and all motions offered, whether 
  2.3   seconded or not, shall be put to a vote and the result 
  2.4   recorded.  In the case of a tie vote the adjutant general, upon 
  2.5   the request of any member, shall decide.  The governor may make 
  2.6   and alter rules for the government of armory boards, officers, 
  2.7   and other persons having charge of armories, arsenals, or other 
  2.8   military property of the state.  
  2.9      Sec. 3.  Minnesota Statutes 2002, section 193.31, is 
  2.10  amended to read: 
  2.11     193.31 [SENIOR OFFICER RANKING MEMBER TO CONTROL DRILL 
  2.12  HALL.] 
  2.13     The senior officer ranking member of any company or other 
  2.14  organization assembling at an armory for drill or instruction 
  2.15  shall have control of the drill hall or other portion of the 
  2.16  premises used therefor during such occupancy, subject to the 
  2.17  rules prescribed for its use and the orders of that officer's 
  2.18  ranking member's superior.  Any person who intrudes contrary to 
  2.19  orders, or who interrupts, molests, or insults any troops so 
  2.20  assembled, or who refuses to leave the premises when properly 
  2.21  requested so to do, shall be guilty of a misdemeanor.  Nothing 
  2.22  in this section shall prevent reasonable inspection of the 
  2.23  premises by the proper municipal officer, or by the lessor 
  2.24  thereof in accordance with the terms of the lease.
