A bill for an act
relating to youth development; authorizing county and state fair surcharges;
authorizing municipalities to raise and spend money on 4-H; requiring a
University of Minnesota Extension Service policy; amending Minnesota Statutes
2008, section 37.13, by adding a subdivision; proposing coding for new law in
Minnesota Statutes, chapter 38.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 37.13, is amended by adding a subdivision
to read:

new text begin Notwithstanding subdivision 1, the society may collect a
state fair admission surcharge to support 4-H programming in this state. The society must
deposit the proceeds in the 4-H Youth Development Fund, which is hereby established in
the state treasury. Funds in this account are appropriated to the Board of Regents of the
University of Minnesota to support 4-H programming, including, to the extent possible,
providing at least one halftime 4-H educator in each county. If funds collected under this
subdivision are not sufficient to provide at least one halftime 4-H educator in each county,
the Board of Regents shall distribute available funds equitably to county 4-H programs as
matching grants to provide halftime 4-H educators.

Sec. 2.

new text begin A county agricultural society or association organized under this chapter that charges
admission to its annual fair may collect a surcharge to support 4-H programming in the
county, as provided in sections 38.33 to 38.38.

new text begin The council of any city and the board of supervisors of any town may incur expenses
and spend money for county extension work, as provided in sections 38.33 to 38.38.

Sec. 4. new text begin EXTENSION POLICY; 4-H FEES.

new text begin The Extension Service of the University of Minnesota shall adopt a policy
authorizing participant fees imposed on a 4-H program in a county to be used for the costs
of providing a 4-H educator in that county.
