  1.1                          A bill for an act 
  1.2             relating to human services; modifying certain medical 
  1.3             assistance reimbursement rates for nursing facilities; 
  1.4             amending Minnesota Statutes 2002, section 256B.434, by 
  1.5             adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 256B.434, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 4f.  [RATE INCREASE EFFECTIVE JULY 1, 2004.] For the 
  1.10  rate year beginning July 1, 2004, a nursing facility that is a 
  1.11  low-cost provider of nursing facility services for the medical 
  1.12  assistance program and has 166 certified skilled nursing beds in 
  1.13  the city of Duluth as of January 1, 2004, shall receive an 
  1.14  increase in each case mix payment rate so that the nursing 
  1.15  facility's reimbursement rates are equal to the average 
  1.16  reimbursement rates for all nursing facilities in the city of 
  1.17  Duluth.  The increase shall be included in the facility's total 
  1.18  payment rate for purposes of determining future rates under this 
  1.19  section or any other section. 
  1.20     [EFFECTIVE DATE.] This section is effective July 1, 2004.
