  1.1                          A bill for an act
  1.2             relating to education; creating a model policy to 
  1.3             enhance pupil transportation efficiency and maximize 
  1.4             instructional effectiveness through school start 
  1.5             times; requiring a report; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MODEL TRANSPORTATION AND SCHOOL START TIME 
  1.8   POLICY.] 
  1.9      Subdivision 1.  [TRANSPORTATION EFFICIENCY.] Independent 
  1.10  school district No. 270, Hopkins, shall establish a task force 
  1.11  consisting of community members, school board members, parents, 
  1.12  teachers, and administrators to examine its existing pupil 
  1.13  transportation system.  The task force shall examine all manner 
  1.14  of school bus transportation efficiencies, including: 
  1.15     (1) state transportation mandates; 
  1.16     (2) school bus route design; 
  1.17     (3) school bus stop locations; 
  1.18     (4) school bus student pick-up times; and 
  1.19     (5) changes to peak hour highway policies for school buses, 
  1.20  with particular attention paid to the effects of metered ramps 
  1.21  on school bus efficiency. 
  1.22     The task force shall also evaluate alternative 
  1.23  transportation methods such as metropolitan transit commission 
  1.24  bus service, student carpools, and other manners of student 
  1.25  transportation to and from school. 
  2.1      Subd. 2.  [SCHOOL START TIME.] The task force shall 
  2.2   evaluate the effect of transportation decisions on school start 
  2.3   times and make recommendations about school start times for 
  2.4   elementary and secondary students. 
  2.5      Subd. 3.  [REPORT.] Independent school district No. 270, 
  2.6   Hopkins, shall summarize the activities of the task force and 
  2.7   prepare a report to be presented by March 1, 1999, to the 1999 
  2.8   legislature. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $100,000 is appropriated in fiscal year 1999 from the 
  2.11  general fund to independent school district No. 270, Hopkins, 
  2.12  for the purposes of section 1. 
  2.13     Sec. 3.  [EFFECTIVE DATE.] 
  2.14     Sections 1 and 2 are effective July 1, 1998.
